How duty works in New Zealand

  • NZ customs value is calculated on an FOB basis: international freight and insurance are excluded. GST of 15% is charged at import.
  • Most goods are tariff-free. Where tariffs apply, they are typically 5% or 10%, on some textiles, footwear, processed foods, machinery, steel and plastic products.
  • Preferential rates need origin evidence under the relevant agreement.

    The NZ–India FTA has been ratified by both countries and enters into force on 20 October 2026. The Government of India reports that 100% of Indian exports will get duty-free access.

The rules your product has to meet.

New Zealand’s product rules are few but strict, and non-compliant goods can be seized at the border.

Safety

Mandatory product safety standards

Eight products have mandatory standards: baby walkers, bicycles, children’s nightwear, children’s toys (up to 36 months), cigarette and utility lighters, household cots, multipurpose ladders and sunscreen. Non-compliant goods are prohibited imports and can be seized.

Electrical

Electricity (Safety) Regulations 2010

Declared medium-risk electrical articles need a supplier declaration of conformity before sale, and high-risk articles need approval. Many products also carry the RCM shared with Australia.

Labelling

Consumer information standards

Clothing and textiles need fibre content, care and country-of-origin labels under the Fair Trading Act consumer information standards.

Packaging

Wood packaging and biosecurity

Timber packaging must meet biosecurity import rules; ask your supplier for ISPM 15-marked pallets and crates.

Incoterms norms

  • FOB (named port) suits New Zealand because customs value is FOB; freight and insurance are outside the duty base.
  • FCA for LCL, which is common for smaller NZ orders; avoid EXW in India, where the Indian exporter must clear the goods for export.
  • Consolidating LCL through an Australian or Singapore hub can cut cost for small volumes; check the effect on transit time.

When does the New Zealand–India FTA start?

On 20 October 2026. New Zealand and India have both ratified the agreement. The Government of India reports that all Indian exports will get duty-free access to New Zealand from that date, subject to the agreement’s rules of origin.

What duty do goods from India pay in New Zealand now?

Until 20 October 2026, New Zealand’s normal tariff applies. Most goods have no tariff; rates of 5% or 10% apply to some textiles, footwear, processed foods, machinery, steel and plastic products. GST of 15% applies at import.

Which products have mandatory safety standards in New Zealand?
